Pop-up before issuing credentials

Hey, I just realized there is no "Are you sure..?" pop-up when we issue credentials manually. Considering this action is irreversible, maybe it might be useful for the issuer to have to confirm the action.

    Yes, I agree with this pop-up message, and it would be better we can select not appear anymore. Or select learners first, then click issue certificate with confirmation pop-up, so only confirming one time, not one by one.
