creating a URL

in the designing an online course, i got to making an URL and cant figure out where this accomplished. can you point me in the right direction, please?

    Hi there! To create a new course, please go to the OpenLearning.com homepages and scroll all the way to the bottom. You will find “create a new course” under the “Platform” column.
