help needed to create url

I am taking a course to create my own course but stuck at this page as there is no facility or cannot find the box to create my new url. Seen video several times..

    Also need to add that this is a free course but now the only option to add a course seems to be located in the footer of the site. And I have to pay to create a url in a free course class.. really puzzled..

    Hi Sona, to create a course please follow these steps:

    1) log in to www.openlearning.com with your username and password

    2) Then, click on the globe icon on the top bar, and scroll down to Teach something, or go directly to this link: https://www.openlearning.com/courses/create/

    3) Type in the course URL (which needs to be unique) and click Create course.
